Phase 1 Project
Jingxing Holdings (M) Sdn Bhd was officially incorporated in March 2019, marking the beginning of Jingxing Group’s international expansion into Malaysia. In the same year, we obtained the manufacturing licence, laying the regulatory groundwork for our large-scale recycled pulp and paperboard operations.
2020 - Key Environmental Approvals
We secured raw water abstraction approval from LUAS and obtained the Environmental Impact Assessment (EIA) approval to construct our 1.4 million MT/year capacity mill in Banting. These approvals enabled the commencement of project planning and site readiness activities.
2021 – Start of Major Construction Works
Civil construction began for the recycled pulp board manufacturing plant, thermal power plant, water treatment plant and other integrated facilities. This marked the physical transformation of the site into a world-class production complex.
2022 – Power Generation & System Commissioning
2024 – Waste-to-Energy Integration & First Goods Shipped
The Waste-to-Energy (WTE) system achieved its first firing, marking the adoption of advanced energy recovery technology to support sustainable mill operations. The WTE operating licence was also obtained.
The year concluded with a significant achievement — the shipment of the first finished goods container to customers, signalling the beginning of full commercial production.
Phase 2 Project
The Phase 2 development marks the next significant expansion of Jingxing Malaysia, further strengthening its position as a leading producer of high-quality kraft liner for the export market. This major investment reflects the company’s continued commitment to advanced paper manufacturing, sustainable operations and long-term growth in Malaysia.
With a total investment of more than one billion Ringgit Malaysia, Phase 2 Project integrates cutting-edge technology, highly automated systems and efficient utility infrastructure to deliver superior product quality and operational performance.
